Introduction THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER. The City of Oceanside is currently accepting applications for an hourly extra-help Hourly Librarian position with the Oceanside Public Library. There is currently one vacancy. This position will provide service at the Mission Branch Library, Civic Center Library, John Landes Community Library, Mobile Libraries and other locations as needed.
The Hourly Librarian will present or help with programs for adults and other ages as needed, including programs, events, crafts, story times, and book clubs; contribute to development of a library collection; deal tactfully and effectively with people of all ages and diverse backgrounds; answer questions and solve customer service, technological and operational problems anywhere library services are provided, in person, by phone or other means; advise customers in use of library materials and searches for information; enforce library policies; help promote and evaluate library services; greet and guide customers; issue library cards; assist customers with library equipment, self-checkout and self-payment; operate, learn and teach use of equipment and technologies as needed; sort and handle books; work with all ages - adults and children, and perform related duties as required. May be in charge of library site operations for defined periods. Bilingual (English/Spanish) is highly desirable.
THIS IS AN HOURLY, EXTRA-HELP POSITION AND DOES NOT INCLUDE MEDICAL BENEFITS AND WILL NOT EXCEED 999 HOURS IN A FISCAL YEAR. Examples of Duties The Hourly Librarian performs a full range of public service functions and duties in person or by any other communication, provides reference and reader's advisory services; evaluates customers' needs; answers information questions utilizing appropriate sources; assists customers in locating books and materials; assists customers with library cards, self-checkout and self-payment; operates, learns and teaches use of equipment and technologies as needed; deals tactfully and effectively with people of all ages and diverse backgrounds, and makes them feel welcome; in assigned subject and format areas, recommends and purchases books and other materials, and evaluates collection to weed outdated, unused, and worn-out materials; reviews books and materials; compiles online book lists and other user aids; develops specialized library programs or participates in coordinating and implementing special projects and services as assigned; represents the Library in partnerships with other agencies; performs a range of community outreach, library tours and presentations; gives book talks; presents or helps with programs for children, tweens, teens, or adults, including book clubs, technology activities, arts, crafts, storytelling, and other programming; prepares press releases, publicity, displays, and exhibits to promote programs, events, and activities; informs users regarding Library policies and procedures and enforces them; provides staff assistance to Library management; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of library science; may lead and train clerical and hourly paraprofessional personnel and volunteers on a shift; may update employee work schedules; may be in charge of library operations for defined periods; may work at any location as needed, including Mission Branch Library, Civic Center Library, Oceanside READS Learning Center, or mobile libraries; and performs related duties as required.
Minimum Qualifications Knowledge of : - Professional principles, methods, materials, and practices utilized in public libraries.
- Basic reference and other information-acquisition methods.
- Resources appropriate to public information needs.
- Basic Internet and social media usage, structure, content creation and management, and communication skills.
- Basic understanding of business application suites, audiovisual applications, database management, circulation systems, online catalogs, reference databases, and search strategies.
- Windows-based computers and office equipment, at an experienced level.
- Literature for children, teens or adults.
- Library programming.
- Basic collection development principles and strategies, as well as tools for selection.
- Basic cataloging and classification systems.
- English usage, spelling, grammar, and punctuation.
Ability to : - Provide customer service.
- Work independently and efficiently to carry out assignments.
- Quickly learn new technologies as needed.
- Perform the full range of professional and technical library tasks.

Experience and Training Experience: Some technical or professional level experience in a library is desirable.
Training: A Bachelor's degree from an accredited college or university is required.
Graduate library science coursework or a Master's degree in Library Science or Information Science from an accredited college or university is highly desirable.
Copies of Bachelor's degree (and transcripts showing graduate coursework, if applicable) must be attached. Applications that do not include required copies will not be considered. License/Certificate: Possession of, or the ability to obtain and maintain, a valid California driver's license.
Ability: Bilingual (English/Spanish) language is highly desirable.
Special Conditions: This position requires variable working hours and the availability to work Saturdays and Sundays and evenings at any location where library services may be provided, including mobile libraries or outdoors.
Working Conditions and Selection Process Environmental Conditions: Library environment; extensive public contact.
Physical Conditions: Essential functions may require: maintaining physical condition necessary for sitting or standing for prolonged periods of time, walking, climbing (including stepstools, stairs without handrails, and ladders), bending and twisting; exercising full range of motion of the arms, hands, wrists and fingers; repeated pulling, grasping, carrying and pushing onto shelves of books and other items; pushing/pulling of book carts loaded with materials, lifting (up to 30 lbs.), stooping crouching, kneeling and stretching; speaking and hearing to exchange information; visual acuity to read and interpret information; headset or ear bud use for internal radio communications; and operating a vehicle.
Selection Process: All properly completed applications (which include the supplemental questionnaire and required supporting documents) will be reviewed and references checked. The most appropriately qualified individuals may be invited to an oral interview to assess job-related qualifications. Applications will be kept on file for three months.

Effective Pay Period starting July 5, 2015 Hourly and Part-Time Employees (excluding retired annuitants) will begin accruing Paid Sick Leave Assembly Bill (AB) 1522 - Went into effect July 1, 2015. The bill provides for Hourly Extra Help and Part-Time employees to accrue paid sick leave. Most likely, it will not apply to retirees - PERS has not clarified their direction yet, but retirees cannot receive any benefit beyond pay in order to keep retirement intact. More info to come on this once CalPERS makes their ruling. The law states that, unless exempt, the part-time employee is entitled to receive the minimum requirements for paid sick leave. The City of Oceanside will ensure that part-time employees will accrue paid sick leave pursuant to the minimum requirements stated in the California Labor Code §245 et seq. which provides that an employee:
1. May accrue 1 hour paid sick leave for every 30 hours worked up to 24 hours per year;
2. May request and use up to 3 days or 24 hours of accrued paid sick leave per year;
3. May not be terminated or retaliated against for using or requesting the use of accrued paid sick leave; and
4. Has the right to file a complaint against an employer who retaliates or discriminates against an employee for:
a. Requesting or using accrued paid sick days;
b. Attempting to exercise the right to use accrued paid sick days;
c. Filing a complaint or alleging a violation of Article 1.5 section 245 et seq. of the California Labor Code;
d. Cooperating in an investigation or prosecution of an alleged violation of this Article or opposing any policy or practice or act that is prohibited by Article 1.5 section 245 et seq. of the California Labor Code.
Sick leave accruals for Hourly Extra Help and Part-Time employees cannot be used in the first 90 days of employment for newly hired employees. If unused, up to 24 hours can roll into next calendar year in the Pay Period containing January 1.
A maximum of 48 hours can be retained annually after roll over however only 24 hours can be used per year.
