Job Description
Principal Responsibilities and Duties: - Participate with members of Sheppard Pratt leadership and staff in the development of our public policy strategy.
- Monitor and analyze emerging issues, regulatory trends, and proposed laws, rules, and regulations to determine their potential impact on Sheppard Pratt throughout the State of Maryland.
- Possess and maintain a network of industry contacts to stay informed about potential issues and opportunities.
- Develop messaging to inform and support Sheppard Pratt leadership and staff on issues affecting the institution.
- Manage Maryland state legislative priorities and the relationships necessary to accomplish Sheppard Pratt goals.
- Manage the process to identify state legislative priorities.
- Create, in collaboration with Sheppard Pratt leadership and experts, the Maryland legislative and regulatory positions and manage the process with key stakeholders in Annapolis and local jurisdictions during the legislative session.
- Represent Sheppard Pratt as appropriate before government officials, regulatory and legislative bodies, and community events as appropriate.
- Develop consensus among community and advocacy groups behind Sheppard Pratt’s legislative and public policy goals.
- Possess a strong understanding of the Maryland legislative landscape and possess strong relationships to influence policy at the state level.
- Understand the behavioral health landscape in Maryland.
- Possess strong interpersonal skills to effectively interact with a wide variety of individuals.
Knowledge, Skills, and Abilities Required: - Requires a bachelor’s degree. Advanced education with a Master’s or Law degree preferred.
- Requires 5-7 years of experience working with legislative or regulatory bodies at the state level. Experience in health care industry or a health care portfolio is preferred.
- Demonstrated work experience with state and local elected officials, political parties, companies, consultancies, governmental agencies, or equivalent organizations required.
- Previous experience with the Maryland General Assembly required.
- Previous experience with Maryland health care, behavioral health care and business policy matters required.
- Embraces and has a reputation for the highest standards of integrity.
- Is experienced in and knowledgeable of state and local policy trends in Maryland and local jurisdictions.
- Demonstrated knowledge of state and local legislative processes.
- Excellent relationship-building skills and experience in external oral and written communications.
- Strong oral and written presentation skills, including the ability to write technical responses to state and local government testimony, support letters, etc.
- Ability to travel and work occasional nights and weekends to support advocacy needs, events, committee meetings, etc.
- Demonstrates strong leadership and collaborative skills.
- Has a successful educational record in fields relevant to legislative policy, communications, and the political process.
